7. Contract description

The main aim of the project is in the short term to align fisheries management, control, marketing and structural adjustment legislation to the EU acquis. In the medium term reorganize and strengthen the institutional capacity of the fisheries administration and its services, align fisheries management, control, marketing and structural adjustment practices to the EU acquis, develop and implement a computerized fisheries vessel registration and statistical information system in compliance with the acquis.
This technical assistance contract (to be carried out in close coordination with a parallel Twinning operation) will provide expertise for the following activities: Preparation of a sector study, a strategy and sector plan. Establishment of a fisheries policy and planning unit. Strengthening of stakeholder participation and awareness in fisheries management. Preparation of technical specifications, detailed designs and tender dossiers for the supply and works for 30 port offices and supervision of works. Preparation of fisheries management plans. Advice on fish markets market governance, finance, training, statistics collection. Preparation of detailed designs of a model fish market. Provide IT expertise for the Institutional Development of the Fisheries Information Centre and IT system, for the establishment of a vessel monitoring system design, tendering and supervision, and the establishment of a fishery vessel registration system. The contractor will provide technical expertise in different fields (fishery, engineering, IT etc.), on-the- job training, training workshops, public seminars/hearings, publications, translation of documents, and study tours.

The award of this contract is subject to the signature of the respective Financing Memorandum between the European Commission and Turkey and accreditation of CFCU by European Commission.
