CLARIFICATION NO 1

 

"Support to the Turkish Conformity Assessment Bodies and Ministry of Industry and Trade

in the Implementation of some New Approach-Supply of Equipment for CABs"

 

PLEASE NOTE THAT CORRIGENDUM RELATING TO THIS CLARIFICATION WILL BE PUBLISHED VERY SOON.

 

The following alterations and/or corrections are made to the Tender Dossier

 

GENERAL QUESTIONS

 

QUESTION NO 1

In the Instruction to Tenderers Document, Article 3.2 mentions “A legal entity, company or partnership having only its statutory office there must be engaged in an activity which has an effective and continuous link with the economy of the state concerned. Tenderers must provide evidence of their status.”  What is specifically meant by this effective and continuous link with the economy of the state concerned?

 

ANSWER NO 1

The effective and continuous link with the economy of the state concerned means that a legal entity, company or partnership having only its statuary office in one of the eligible states must be legally well-established in that state with demonstration of economic activities over a certain period of time.

 

 

LOT 2- ELECTROMAGNETIC COMPATIBILITY (EMC) - TESTING EQUIPMENT

 

QUESTION NO 1

 

      RE 2.1.1. The chamber dimensions will allow fully compliant immunity testing and pre-compliant emission testing, is this acceptable? If the chamber were to be 1.5m longer then fully compliant emissions would also be possible. From Corrigendum No3 – “Site validation: The normalized site attenuation curve should not deviate from the theoretical ANSI C 63.4 1992, CISPR 16, and EN 50147-2 site attenuation values by more than ±3.8dB.

-The Space NSA correlation should not deviate from the theoretical site attenuation values (similar procedure as described ANSI C 63.4 1992) by more than ±3,5dB.

-The supplier must guarantee –0dB to +6dB field strength uniformity over a 1.5m x 1.5m vertical area located 0.8m above the floor as described in EN 61000-4-3+A1”.

Given the size of the chamber, it is not possible to meet this over the full frequency range, a relaxation to +/-5dB should be given below 100MHz.

QUESTION NO 2

 

      RE 2.1.4. There is no power source specified for this test. In order to make measurements to EN61000-3-2/3 a clean power supply is necessary as the public mains is unlikely to be suitable. Should the power source be added to the tender response?

No, power source is not needed.

 

 

QUESTION NO 3

 

      RE2.1.5. One injection clamp can cover the whole range, should calibration adapters be included?

 

ANSWER NO 3

Yes, calibration adapters should be added.

 

QUESTION NO 4

 

       RE 2.1.10. Should we also offer a calibration fixture, termination and monitor probe to comply with EN61000-4-6?

 

ANSWER NO 4

 No, Calibration   fixture,   termination   and   monitor   probe   to   comply with

 EN61000-4-6 should not be offered.

 

QUESTION NO 5

      It is unclear as to whether a full system is required or just the equipment list. The list specified is insufficient to do an EN61000-4-3 or any other radiated immunity test, the following are also required and should they be added to the tender response?


 

a. Immunity antennae, it is not recommended to connect a 300W amplifier at 3GHz to    a 300W rated emission antenna. They should cover 80MHz to 3GHz, log periodic and horn.

b. Directional couplers to sample the amplifier power, matched to the specified amplifiers.

c. Power meter to measure the amplifier power. 10k-3GHz, +10 to -50dBm.

d. Field measurement probe to measure and calibrate the generated field, 10k-4GHz.

 

ANSWER NO 5

No, the above listed equipment should not be added to the tender response.

 

QUESTION NO 6

      It is also unclear as to whether the system should be automatic or manual; if automatic then the following should be added to the tender response?

a. Control software for emissions and immunity

b. Computer and interfaces

c. Switch system

d. Cables and connectors

e. Rack housing

 

   ANSWER NO 6

 The above mentioned equipment was already listed in the tender dossier. The   offer should include the necessary equipment for automatic system.

 

 

 LOT 3- MACHINERY – TESTING & SUPPORT EQUIPMENT

 

 

  QUESTION NO 1

180 days delivery is almost impossible to combine for Lot 3 becasue all equipments needs special design.  Extention of the delivery is needed for 9 months.

The project period has been extended to 270 calendar days for this lot only. Please see corrigendum no 1

 

 LOT 4 - CHEMICAL TESTING AND SUPPORT EQUIPMENT  FOR TOYS

  

  QUESTION NO 1

 

4.1.1.1. ICP-MS-HPLC System :

 

Detection System: Please advise if  all pulse counting (digital) longer lifetime detector providing 9 orders of magnitude linear dynamic range (comparing with older design detectors covering  8 orders of magnitude linear dynamic range) and having simpler operation ( no need for cross calibration as it operates in pulse counting mode)  than analog/pulse detectors (which require cross calibration function to combine the calibration graphs of analog and pulse counting modes having different linearities for the same element) is also acceptable?

 

 

  ANSWER NO 1

 

It is required that the detection system should provide calibration of the elements at ppt to ppm levels simultaneously; as the all pulse counting (digital) detector will meet this requirement, it is acceptable.

 

  QUESTION NO 2

 

4.1.6. Microwave Muffle Furnace:

 

Capacity  & Operating Temperature: There are two furnace sizes available for our ashing systems: The High Temperature Chamber ramps up to 1200 ºC and will hold up to 8 (25 ml) crucibles with total chamber capacity of 1.8 liters. 

and

The High Capacity Chamber  ramps up to 1000 ºC  and holds up to 15 (25 ml) crucibles with total chamber capacity of 5.0 liters.

 

Please clarify which chamber to be quoted . Or alternatively both chambers can be used in the same furnace so both chambers can be quoted. Please advise.

   

  ANSWER NO 2

 

Operation temperature of up to 1200 ºC is required; High Temperature Chamber that ramps up       to 1200 ºC with total chamber capacity of 1.8. liters is acceptable.
