The Project
envisages the TA Team to prepare detailed studies of the six nominated long
term Veterinary Border Inspection Points- VBIP of the Ministry of Agriculture
and Rural Affairs in
1.
Prepare a
comprehensive study of the latter assessing in detail their
upgrading/renovation and construction needs in line with EU standards.
2.
prepare
detailed designs, including site plans, list of building works and equipment
required, bills of quantity, technical specifications for equipment and
facilities, for each selected VBIP including implementation plan, timescales
and estimated costs,
3.
Prepare six
Works Tender Dossiers .
4.
Prepare
Technical specifications based on a market research (also of the
responsibility of the consultant) for equipment for the 6 VBIP to be later
procured.
5.
Prepare
one ToR for the supervision of the construction
works for the 6 VBIP

CONDITIONS
OF PARTICIPATION
11.
Eligibility
Participation is open on equal terms to all natural and legal persons of
the EU Member States and Turkey, to natural and legal persons from PHARE
candidate countries and the countries benefiting from the financial and
technical measures to accompany the reform of economic and social structures in
the framework of the Euro-Mediterranean partnership (MEDA) and from the
assistance for Albania, Bosnia and Herzegovina, Croatia, The Federal Republic
of Yugoslavia and the former Yugoslav Republic of Macedonia (CARDS)

12.
Candidature
All eligible natural and legal
persons (as per item 11 above) or groupings of such persons (consortia) may
apply.
A consortium may be a permanent,
legally-established grouping or a grouping which has been constituted
informally for a specific tender procedure.
All members of a consortium (ie, the leader and all other partners) are
jointly and severally liable to the Contracting Authority.
The participation of an ineligible
natural or legal person (as per item 11) will result in the automatic exclusion
of that person. In particular, if that
ineligible person belongs to a consortium, the whole consortium will be
excluded.
13. Number
of applications
No more than one application can be
submitted by a natural or legal person (including legal persons within the same
legal group) , whatever the form of participation (as an individual legal
entity or as leader or partner of a consortium submitting an application). In the event that a natural or legal person
(including legal persons within the same legal group) submits more than one
application, all applications in which that person (and legal persons within
the same legal group) has participated will be excluded.
14.
Shortlist alliances prohibited
Any tenders received from tenderers
comprising firms other than those mentioned in the short-listed application
forms will be excluded from this restricted tender procedure. Short-listed candidates may not form
alliances or subcontract to each other for the contract in question.
15. Grounds
for exclusion
As part of the application form,
candidates must submit a statement to the effect that they are not in any of
the exclusion situations listed in Section 2.3.3 of the Practical Guide to
contract procedures financed from the General Budget of the European
Communities in the context of external actions (available from following Internet
address: http://europa.eu.int/comm/europeaid/index_en.htm).
16.
Sub-contracting
Sub-contracting is
allowed up to a limit of the %20 of the total contract value.

of candidates to be short-listed
On the basis of the applications
received, at least 4 and at most 8 candidates will be invited to submit
detailed tenders for this contract.

SELECTION
AND AWARD CRITERIA
21.
Selection criteria
The following selection criteria
will be applied to candidates. In the
case of applications submitted by a consortium, these selection criteria will
be applied to the consortium as a whole:
1) Economic and financial standing
of candidate [based on item 3 of the
application form]
a) The average annual
revenue of the candidate (single candidates or in the case of a consortium,
consortium members combined) must be at least double the maximum budget of the
contract, over the last two years (2002-2003); and
b) The averages
of cash and cash equivalents of the candidate (single candidate or in the case
of a consortium, each individual consortium member) are positive at the
beginning and end of each individual year, for the last two years (2002-2003).
2) Professional capacity of
candidate [based on items 4 and 5 of the
application form]
·
At
least 20 staff currently work for the applicant in fields related to this
contract; and
·
At
least 5 staff working for the candidate this year in fields related to this
contract are permanent.
3) Technical capacity of candidate [based on items 5 and 6 of the application
form]
Successful experience as a consultant in the
execution of at least three projects on preparation of project documents,
feasibility studies, standard tender documents for works of a nature, size and
complexity comparable to the proposed contract within the last three years.
If more than 8 eligible candidates
meet the above selection criteria, the relative strengths and weaknesses of the
applications of these candidates must be reexamined to identify the eight best
applications for the tender procedure. The only factors which will be taken
into consideration during this re-examination will be the comparison of the
relative depth of experience in the fields related to this contract among the
candidates.

annexed to the letter of invitation to tender which will be sent to
short-listed candidates.

The Contract title

clearly marked on the envelope containing the application and must always be
mentioned in all subsequent correspondence with the Contracting Authority.
