CONTRACT SPECIFICATION

6. Nature of contract

Fee-based

7. Contract description

The overall objective is to increase the international competitiveness of SMEs in the textile and clothing sectors. The specific objectives are to increase networking among SMEs in the textile and clothing sector, at local, national and European levels, as well as with business support organizations and related structures and to strengthen public and private support structures for SMEs in the textile and clothing sector.

The following concrete outputs are expected from Consultant

§         Cluster Map developed;

·         Needs analysis for Textile and Fashion Cluster, which will also include Fashion Institute, Textile & Clothing R&D Centre, Textile & Clothing Consultancy Centre carried out;

§         Textile and Fashion Cluster model with management, action and financial plan developed;

§         Textile & Clothing equipment needs analysis completed and an investment support model proposed consisting of an investment for common use equipment and/or a grant scheme for SMEs;

§         Project fiche(s) including supply tender dossier(s) with technical specifications and/or Call for Proposal for Grant Scheme for SMEs prepared;

§         Institutional capacity of ITKIB increased through an updated business plan, a human resource strategy and a plan for the improvement of operational processes within the proposed cluster model and assistance to ITKIB in setting up a Cluster Coordination Agency (CCA) provided;

§         SMEs’ training needs analysis completed, proposal for the establishment of the Fashion Institute developed, assistance to ITKIB on the establishment of the institution provided and training programmes for the institute delivered;

§         At least 500 people trained to upgrade skills in accordance with the requirements of the sector;

§         SMEs’ R&D needs analysis completed, proposal for setting up a Textile & Clothing R&D centre developed, assistance to ITKIB on the establishment of the centre provided and pilot services delivered;

§         SMEs’ consultancy needs analysis completed, proposal for setting up a Textile & Clothing Consultancy centre developed, assistance to ITKIB on the establishment of the centre provided and pilot services delivered;

§         At least 5 joint projects with stakeholders developed and implemented within the cluster network;

·         Publicity and visibility plan designed and activities to promote and publicize the Textile and Fashion Cluster carried out.

CONDITIONS OF PARTICIPATION

11. Eligibility

Participation is open on equal terms to all  natural and legal persons participating either individually or in a grouping (consortium ) of tenderers of the EU Member States and Turkey, to natural and legal persons from the PHARE countries and countries benefiting from the financial and technical measures to accompany (MEDA) the reform of economic and social structures in the framework of the Euro-Mediterranean partnership  and from the assistance for Albania, Bosnia and Herzegovina, Croatia, Serbia and Montenegro  and the Former Yugoslav Republic of Macedonia (CARDS)1 (see also point 29 below).

12. Candidature

All eligible natural and legal persons (as per item 11 above) or groupings of such persons (consortia) may apply.

A consortium may be a permanent, legally-established grouping or a grouping which has been constituted informally for a specific tender procedure.  All members of a consortium (ie, the leader and all other partners) are jointly and severally liable to the Contracting Authority.

The participation of an ineligible natural or legal person (as per item 11) will result in the automatic exclusion of that person.  In particular, if that ineligible person belongs to a consortium, the whole consortium will be excluded.

13. Number of applications

No more than one application can be submitted by a natural or legal person (including legal persons within the same legal group), whatever the form of participation (as an individual legal entity or as leader or partner of a consortium submitting an application).  In the event that a natural or legal person (including legal persons within the same legal group) submits more than one application, all applications in which that person (and legal persons within the same legal group) has participated will be excluded.

14. Shortlist alliances prohibited

Any tenders received from tenderers comprising firms other than those mentioned in the short-listed application forms will be excluded from this restricted tender procedure.  Short-listed candidates may not form alliances or subcontract to each other for the contract in question.

15. Grounds for exclusion

As part of the application form, candidates must submit a statement to the effect that they are not in any of the exclusion situations listed in Section 2.3.3 of the Practical Guide to contract procedures financed from the General Budget of the European Communities in the context of external actions (available from following Internet address: http://europa.eu.int/comm/europeaid/index_en.htm).

16. Sub-contracting

Sub-contracting is allowed up to 30 % of the total contract value.

17. Number of candidates to be short-listed

On the basis of the applications received, at least 4 and at most 8 candidates will be invited to submit detailed tenders for this contract.

SELECTION AND AWARD CRITERIA

21. Selection criteria

The following selection criteria will be applied to candidates. In the case of applications submitted by a consortium, these selection criteria will be applied to the consortium as a whole:

1) Economic and financial standing of candidate [based on item 3 of the application form]

(a) The average annual revenue of candidate (single candidate or in case a consortium, consortium members combined) must exceed € 6 million, over the last 2 years (2002, 2003).

(b) The average of cash and cash equivalents at the beginning and each end of year are positive for the last two year (2002, 2003).

In the case of non-profit organizations bidding for the contract, they will have to demonstrate no loss in the last three years. For companies, which have been operational for less than three years, they will have to demonstrate an operational cash flow for the years they have been operational.

2) Professional capacity of candidate [based on items 4 and 5 of the application form]

(a) At least 10 staff currently works for the applicant in fields related to this contract.

(b) At least 5 of all staff working for the candidate this year in fields related to this contract are permanent.

3) Technical capacity of candidate [based on items 5 and 6 of the application form]

a) Candidate (single applicant or consortium as a whole) must be able to demonstrate successful experience as a consultant in the execution of at least three projects, two of which executed in European Union member and/or candidate countries, involving multidisciplinary teams of a nature, and complexity comparable to the proposed contract within the past three years.

b) Candidate (s) (single applicant or consortium as a whole) must have proven solid experience in the provision of cluster analysis, investment support analysis and institutional development within the cluster approach in the field of textile, clothing and fashion sector.

c)  Candidate(s) (single applicant or the consortium as a whole) must have experience of working with the SMEs on-the-job training and pre-service training services, R&D and consultancy services on the basis of training, R&D and consultancy needs analysis and skills needs analysis.

If more than 8 eligible candidates meet the above selection criteria, the relative strengths and weaknesses of the applications of these candidates will be reexamined to identify the eight best applications for the tender procedure. The numbers of project for establishing cluster in textile sector and on which the candidate has worked successfully with a budget at least equivalent to the annualized budget of this contract.

As specified in the tender dossier annexed to the letter of invitation to tender which will be sent to short-listed candidates.
