7. Contract description
The objective of the project is to increase
networking among SMEs in the textile and clothing
sector, at local, national and European levels, as well as with business
support organizations and structures and to strengthen public and private
support structures for SMEs in the textile and
clothing sector.
The
technical assistance will cover the following areas;

Plan and implement cluster analysis research including develop cluster
map, identify key issues, clarify value chain and identify network leaders,
conduct SWOT analysis develop strategic action plan.

Support to the establishment of the Fashion and Textile Cluster
(including Fashion Institute and Textile
R&D Centre) including institutional building in the beneficiary
organisation and other relevant business support/representative
organisation, project/HRM training
management, local labour market research and information collection, programme
design and implementation, marketing and promotion strategy, organizational and
operational planning and resource management etc.

In addition assistance will
be required in the elaboration of the proposal for the investment support
phase of the project: “Grant Scheme for
SMEs” to upgrade their technological
infrastructure and/or “Investment for
the Common Use Equipments” for the collective use of SME’s
that constitute the cluster (including the preparation of technical specifications
and tender dossier, support to launching/evaluation/contracting
the supply tender, and/or design and
implementation of the grant scheme in respect of the supply and/or grant
components foreseen to be financed under the 2004 National programme for Turkey).

The award of this contract
is subject to the signature of the respective Financing Memorandum between the
European Commission and

implementation of this programme is conditional upon establishment of PCU
within the beneficiary organisation, staffed with the necessary personnel and
having access and use of necessary secretarial support.
