7. Contract description
A technical assistance team will be established in order to carry out the technical aspects of the project, which intends to improve co-operation between the NGOs and the Public Sector and strengthen the NGOs democratic participation level. This will be achieved by the following activities.
- Preparation of a feasibility study relating to potential matches between NGOs and public institutions to determine priority areas and activities.
- Establishment of an action plan of actions to be taken (regulatory changes, identification of good practices, Code of Conduct establishing the cooperation between NGOs and the public sector, capacity building for all stakeholders, including confidence building measures etc.)
- Dissemination of the strategy, increased awareness of the necessity of cooperation between NGO and the public sector
- Preparation and support to the Turkish authorities for the implementation of a grant facility supporting pilot projects to realize public sector-NGO cooperation

The award of this contract is subject to the signature of the respective Financing Memorandum between the European Commission and Turkey and accreditation of CFCU by European Commission.
No contract will be signed until EUSG allocates staff necessary for implementation of the project.
